WORK HOURS:       Full-Time; 40 hours/week

 

SALARY:                  *Not-Ordinarily Resident: $42,314 p.a. (Starting Salary based on 40 hours)

                                     (Position Grade: FP-05 following confirmation by Washington)

 

                                    *Ordinarily Resident: DH224,667 p.a. (Starting Salary based on 40 hours)

                                    (Position Grade: FSN-09 following confirmation by Washington)

The U.S. Embassy in Rabat is seeking an individual for the position of Program Assistant in the Millennium Challenge Cooperation (MCC). 

 

BASIC FUNCTION OF POSITION:

The Program Assistant performs a variety of important programmatic assignments and is in charge of office and financial management. The incumbent will manage Procurement Process provide document and information management support.

QUALIFICATIONS REQUIRED

NOTE: All applicants must meet all qualifications and provide supporting documentation for each criterion below.

Education:  A University degree in business administration, management, social science (anthropology, sociology, linguistics, economics, etc.), international relations, or a related field of study is required.

Experience:  A minimum of three years of progressively responsible experience in development assistance, office management/administrative or secretarial support, business administration, or program management is required.

Language: Level 4 (fluent) in both spoken and written English is required.  Level 4 (fluent) in French and Arabic is also required.

Knowledge:  Knowledge of international program/project development and/or implementation is required.

Skills and Abilities:

-Ability to use software applications such as Microsoft Word, Excel, Outlook, etc. is required.

-Oral and written communication skills are required.

-Ability to work in a fast-paced and complex office environment and to effectively take on complete multiple tasks in a team environment is required.

 

SELECTION PROCESS

When equally qualified, US Citizen EFMs and US Veterans will be given preference.  Therefore, it is essential that the candidate address the required qualifications above in the application.

 
ADDITIONAL SELECTION CRITERIA

1.  Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.

2.  Current employees serving a probationary period are not eligible to apply.

3.  Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.

4.  Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.

*DEFINITIONS

1. US Citizen Eligible Family Member (USEFM) – For purposes of receiving a preference in hiring for a qualified position, an EFM who meets the following criteria:

 

 

2. EFM:  An individual related to a US Government employee in one of the following ways:

 

 

3. Member of Household (MOH) – An individual who accompanies a direct-hire Foreign, Civil, or uniformed service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at an office of the American Institute in Taiwan.  An MOH is:

 

 

A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls outside the Department’s current legal and statutory definition of family member.  A MOH does not have to be a US Citizen.

 

4. Not Ordinarily Resident (NOR) – An individual who:

 

 

NOR employees are compensated under a GS or FS salary schedule, not under the LCP.

 

5. Ordinarily Resident (OR) – A Foreign National or US citizen who:

 

 

EFMs without US Social Security Numbers are also OR.  All OR employees, including US citizens, are compensated in accordance with the LCP.

 

6.  An Exception Rate Range (ERR) is an exception to the Local Compensation Plan's regular salary schedule.  It is a Department authorized salary range for a job series and grade level in which the pay rates are either greater than or less than the rates on the regular salary schedule for the same grade level.
